Paralyzed Coquille man's condition improves

Coquille resident Carl Foster, the man injured following an arrest by Coquille police officers Jan. 12, is now in fair condition at a Eugene hospital.

Foster, 57, was upgraded to fair condition Thursday at Sacred Heart Medical Center in Eugene. He has been moved into the hospital’s intensive care step-down unit, his daughter Kayce Faught said.

Foster had been in serious condition in the intensive care unit for more than two weeks at the hospital following surgery to a fractured vertebra on Jan. 14.

He was injured during an arrest by Coquille Police Officers James Bryant and Chris Webley after they went to a home on North Dean Street to question Foster. Foster was wanted in connection with a criminal mischief complaint the previous day. A press release from the Coos County District Attorney’s Office on Jan. 16 indicated Foster resisted arrest and was pulled to the ground by the officer. Once he was on the ground, the officers noticed Foster had stopped breathing and was limp.

Foster was taken to Coquille Valley Hospital and then life-flighted to Sacred Heart.

The fact that Foster has survived this long belies any claims to 'brittle bones' or previous injuries, not that that is the point. Nor is it the point that 'hundreds' of other arrest resistors must NOT have had 'brittle bones' or they too would have had their necks broken by this ridiculus reasoning. And, so far, there is no evidence that Foster resisted arrest. NONE. Only the word of two cops who clearly used excessive force.

I have always lived in small towns, over my lifetime, seven of them, all small, rural communities. I am over 60 years old. NEVER, ever, have I seen this level of anger, resentment, fear and charges lodged against a local police department. There HAS to be something going on here folks. Do you see the Bandon police being labeled like this? Reedsport, North Bend, Coos Bay? NO YOU DO NOT. There is something wrong here, and just because you never left Coquille, doesn't mean the world hasn't moved forward. Show me another community in Southern Oregon with this many charges leveled at their local police dept. This is serious, too frequent, and it HAS TO STOP. I would think every citizen of a community would question WHY this dept., above all others has this problem. Aren't you even curious?

Out of hundreds of resisting incidents, this is the first one where the person was hurt that bad-hello this man had issues before the officers did nothing different in this case, just because of the man's brittle bones or already hair cracked fracture these officers have to be treated like this, that is criminal. Before you go and shoot your mouth off about these professional, honest officers, why don't you get to know them, go on a ride along, or stop and talk to them. They don't deserve this treatment over one criminals stupidity.

While Foster may not now require the same level of monitoring that he had previously it is important to note that some things will NEVER improve for him. To illustrate this point, Christopher Reeves who lived an unheard of nine years after his accident had a C5 break and was ventilator dependent the entire time. Carl Foster has a C2 break, higher and several orders of magnitude worse than Reeves. Improvement is a relative thing and marked in baby steps. His life will never be the same.

This is not the first time these officers have used excessive force. Yes I said excessive. An officer should be trained in a menner that enables him to restrain a person without breaking his neck. The fact that these officers are back on the job is criminal. The Coquille police department has been under fire for harrassment charges from the local residents and the problems seem to be getting worst. The department needs to take a good hard look at the functionality and realize that there is an internal problem before someone gets killed. Protect and serve is the slogan but it seems that harrass and hurt might be more fitting.
