Hit-and-run sentencing Friday

The North Bend man who ran down a Springfield couple at the Pony Village Mall, and then fled the scene, will be sentenced at the Coos County Courthouse Friday.

The sentencing hearing will be held in Judge Martin Stone’s courtroom at 8:15 a.m.

Noe Garcia Moncada, 30, pleaded guilty to two counts of failure to perform the duties of a driver involved in an accident to an injured person on Dec. 21 at a change of plea hearing. His plea came less than a week after Stone scheduled an April trial to determine Garcia Moncada’s involvement in the deaths of Dallas and Marilyn Vance of Springfield. The couple died as a result of their injuries from the Oct. 16 hit-and-run in the parking lot of the North Bend mall.

Each of the charges is considered a Class B felony and Garcia Moncada faces a maximum sentence per charge of 10 years in the state penitentiary and a $250,000 fine.

Garcia Moncada was arrested on Oct. 20 in Tustin, Calif. At the time, investigators believed he was fleeing to Mexico and could be a citizen of that country.

Coos County District Attorney R. Paul Frasier said he could not publicly comment on what sentence he plans to seek, but will ask for Garcia Moncada to be imprisoned. He added the Immigration and Customs Enforcement placed a detainer on the man.

“That means to me that he is not legally in the country,” Frasier said. “I’m assuming they’ll deport him but that’s an assumption on my part.”

The DA said Garcia Moncada and the Vances’ family will have an opportunity to address the court during the hearing.
