Physician no longer allowed to practice in state

The Oregon Board of Medical Examiners has revoked the license of a physician who formerly practiced in Reedsport.

On Aug. 2, the board issued notice that William N. Kay, M.D., no longer would be allowed to practice in Oregon. The order followed an investigation into complaints about the physician.

According to a case report from the state board, the agency issued a complaint and notice of disciplinary action against Kay on May 5. It cited violations including unprofessional or dishonorable conduct, violation of a board order, failure to report adverse action taken by a health institution and failure to report a change of location of a practice.

In the report, the medical board cited specific factfindings that indicated:

• Kay started working as a general surgeon in February 2004 at Lower Umpqua Hospital in Reedsport. The hospital terminated his contract 11 months later, citing disruptive behavior with hospital staff, including an instance in an operating room.

• Kay did not undergo a psychiatric evaluation within 60 days as ordered by the medical board in December 2006.

• Kay answered “no” to a license application question asking whether he was the subject of any criminal or civil investigation. At the time, according to the medical board case order, Kay was being sued by a Washington hospital alleging breach of contract and unfair business practices.

• Kay failed to notify the board he was terminated by Lower Umpqua Hospital.

In revoking Kay’s license, the board order said the physician “breached well recognized standards of ethics” and the disruptive behavior “did or might constitute a danger to the health or safety of a patient or the public.”

Kay attended medical school at the Georgetown University School of Medicine, graduating in 1997. Kay’s license is listed as active by the Washington State Department of Health.
