The Police Policy Committee, which decided unanimously this week to recommend to the full 24-member Board of Public Safety Standards and Training that McBride's basic police certification be revoked, is composed of 12 members, including:

€ Gary Miller, an officer from the Oregon State Police Command, Patrol Services Division;

€ Mike Healy, Lebanon Police chief;

€ Derrick Foxworth, Portland Police Bureau chief;

€ Rick Lewis, Silverton Police chief, chairman of the committee;

€ Jan Clements, Lane County sheriff;

€ Art Martinak, Oregon State Sheriff's Association;

€ Laurie J. Bennett, FBI, Portland;

€ Stephen Oliver, Union County sheriff, vice-chairman of the committee;

€ Ronald Ruecker, superintendent, Oregon State Police;

€ Glen Scruggs Jr., non-management law enforcement from the Tigard Police Department;

€ Robert Tardiff, Newberg Police chief; and

€ Daryl Turner, non-management law enforcement from the Portland Police Bureau.

Foxworth, Lewis, Bennett, Oliver, Ruecker, Tardiff and Turner also serve on the BPSST board, which can affirm or, by a two-thirds majority, overturn the committee's recommendation.

The BPSST board meets on Tuesday, Jan. 13, at the Seaside Convention Center to rule on the committee's recommendation. No additional testimony, either written or oral, will be allowed. The Seaside decision can be appealed to a neutral administrative law judge and that judge's ruling can be appealed within 60 days to the Oregon Court of Appeals, according to Mary Gaines, public safety and certification supervisor with the Oregon Department of Public Safety and Standards.

Two other Oregon police chiefs have had their certifications revoked in the last five years, according to Gaines. Former King City Police Chief Jim Brooks' certification was revoked after he was discharged for cause and falsification of records and former Pendleton Police Chief Gary Ward's certification was revoked after he was discharged for cause.
